Automatic Virtual Machine Activation (AVMA) is a technology introduced in Windows Server 2012 R2 that allows simplified activation of virtual machines (VMs) running in Hyper-V on a host running the Datacenter edition of Windows Server 2016 or Windows Server 2012 R2. Using AVMA, VMs running supported operating systems are activated against the host's license. AVMA only requires a virtualization server running Windows Server 2012 R2 Datacenter. The guest virtual machine operating system must be Windows Server 2012 R2 Datacenter, Windows Server 2012 R2 Standard, or Windows Server 2012 R2 Essentials. No need to try to activate your host with, it does not work.
OUR KMS host is W2012 R2 server and it has the patch KB3173424 and the latest security update KB4512488. I installed the Windows Srv 2019 DataCtr/Std KMS key on this host machine and it was successful. Now on my client which is a server 2019 std when I try to activate I get an error stating 0XC004F074 No KMS service could be contacted. This client can actually communicate to the host like I can telnet to KMS Host on port 1688 and then I have manually set the KMS host by using the slmgr.vbs /skms hostserver:1688 cmd.
I do have server 2016 datacentre Hyper-V and my Gest VMs are server 2012 R2. My Windows 2016 hyper-v is activated with MAC key. buy when i run slmgr /ipk DBGBW-NPF86-BJVTX-K3WKJ-MTB6V on the Guest OS, i get below error: 0xc004e016 On a computer running Microsoft Windows non-core edition.

Click on Server Manager, Click on Local Server, check the properties of server. We see that the operating system version is Microsoft Windows Server 2012 Datacenter. The upgrade process has been completed successfully.

Thanks for the informative posts Prajwal. Months ago we started a small project and it quickly became substantially larger. We have a terminal server that is 2008 R2 Foundation because we felt we would never need more initially. We need more so I bought Server 2012 so we could upgrade in-place and downgrade back to 2008 R2 so we can use the extra CALs we bought.
You can perform an in-place upgrade of Windows server 2008 R2 SP1 (STD/ENT) to Windows Server 2012 (STD/DC). Note that you must have Service Pack 1 installed on your Windows Server 2008 R2 first. Upgrading Server Core installation of Windows Server 2008 R2 to a Server Core installation of Windows Server 2012 is not yet supported. Also Windows Server 2012 requires a Windows Server 2003 forest functional level so check the forest functional level and set it to windows 2003 or higher than that.For more info, refer to this link :- _ServerRoles
